The EDL-G still uses non-SME status for the audit obligation. Section 8 EnEfG requires an energy or environmental management system above 7.5 GWh as a three-year average. Section 9 EnEfG addresses implementation plans above 2.5 GWh under its further conditions.
Bill 21/8027 proposes an audit threshold above 2.77 GWh and a management-system threshold above 23.6 GWh, based on average total final energy consumption over the last three completed calendar years. Following its first reading on 24 September 2026, a public hearing took place in the Committee on Economic Affairs and Energy on 5 October 2026. These are still proposals, not enacted thresholds. Our short check illustrates the proposed framework; current obligations remain in force.
From the 2026 accounting year, section 11(2) BECV assesses positive net present value over up to 90% of the intended useful life. This differs from the 2023–2025 rule. Evidence for BECV, EnFG and EnEfG must therefore not be treated as interchangeable.
